WhatsApp Business API pricing: costs and an example budget

WhatsApp marketing software uses the WhatsApp Business API to send campaigns, order updates and replies to customer questions. Meta charges for delivering certain messages. Software, setup and integrations may also carry fees, depending on the provider. The investment can pay off: WhatsApp can help you generate revenue, build customer loyalty and automate recurring support enquiries.

What are you paying for with the WhatsApp Business API?

Meta runs the WhatsApp Business Platform and charges for message delivery. Whether a message is chargeable, and which rate applies, depends on factors including its category.

With WhatsApp marketing software, the provider handles the API connection. You can also integrate the API directly, with your development team handling the integration and ongoing maintenance. Meta's messaging rates apply in either case. Our WhatsApp Business API guide explains both options.

Why can WhatsApp be worth the messaging costs?

Sending a WhatsApp message can cost more than sending an email. We still see WhatsApp as an important part of the marketing mix and a channel that can be highly profitable: subscribers can reply directly to a campaign and ask questions before buying. In WhatsApp customer service, AI Agents can answer recurring questions and hand over to your team when needed.

Done well, this can help customers buy, improve their satisfaction and reduce manual support work. Alongside messaging costs, look at the revenue your campaigns generate and how many support enquiries are resolved without a person handling them.

How does Meta price messages?

Prices checked: 21 October 2026. The Meta rates and rules below took effect on 1 October 2026. Meta rates exclude taxes and additional provider fees.

Meta charges for delivered messages from your business to customers. A send attempt alone is not a billable delivery. Meta does not charge for incoming customer messages.

The price is based on the country calling code of the customer's WhatsApp number, rather than where your business is based. A message to a German WhatsApp number uses the German rate, even if your company is in the UK.

Meta uses these categories:

Category Typical example Charging model
Marketing A campaign or abandoned-cart reminder sent as a template Price per delivered message
Utility An order confirmation or delivery update sent as a template Price per delivered message
Authentication A template containing an identity verification code Price per delivered message
Service A non-template reply within the open service window, sent by a person or an external AI solution The first 1,000 per business phone number per month are free, then a price per delivered message applies.
Meta Business Agent A reply powered by Meta's own Business Agent platform A separate token-based model covering AI processing and delivery

Meta Business Agent is a specific Meta product. This category does not automatically apply to every software provider's AI Agent. With an external AI Agent, its usage charges may sit alongside Meta's service-message fees. These distinctions come from Meta's current pricing rules.

What does a WhatsApp message cost in the UK and Europe?

This table shows Meta's standard list rates in pounds sterling for the UK, Germany, Austria, Switzerland and the Netherlands.

Customer's WhatsApp number Marketing Utility Authentication Service after the free allowance
UK (+44) £0.0458 £0.0159 £0.0159 £0.0159
Germany (+49) £0.0985 £0.0397 £0.0397 £0.0397
Austria (+43) £0.0427 £0.0123 £0.0123 £0.0123
Switzerland (+41) £0.0427 £0.0123 £0.0123 £0.0123
Netherlands (+31) £0.1152 £0.0361 £0.0361 £0.0361

Source: Meta's GBP rate card, effective 1 October 2026. Austria and Switzerland fall within the “Rest of Western Europe” pricing region. Rates exclude volume discounts, provider markups and taxes. If your account is billed in another currency, use that currency's Meta rate card.

Utility and authentication messages can qualify for lower volume tiers. Messages are counted by market and category across the business portfolio. The lower rate applies to messages within the relevant tier, rather than retrospectively to every message that month.

There is one further option for marketing messages: businesses using the optional max-price feature of the Marketing Messages API can pay variable rates up to their chosen maximum. The feature is currently in open beta. The table and budget below use standard fixed list rates. Whether your provider supports or uses this option should be clear in your pricing discussion. A maximum price per message is not a total campaign budget.

What is free, and what changed in October 2026?

The first 1,000 service messages per business phone number

Since 1 October 2026, service messages are no longer free without a limit. The first 1,000 delivered service messages per business phone number per month are free. Meta charges the applicable service rate from message 1,001 onwards.

This means individual messages, not 1,000 chats or customers. Unused messages do not roll over. The allowance resets monthly according to the messaging account's time zone.

The 24-hour service window is not a general free-messaging window

When a customer messages you, you can reply without a template for 24 hours. Each further customer message restarts the window. This rule determines which messages you can send. It does not make every reply free.

Utility templates sent within that window have also ceased to be automatically free as of 1 October 2026. The relevant rates apply unless another exemption covers the message.

A free window after certain click-to-WhatsApp ads

If someone messages you through an eligible click-to-WhatsApp ad in the Android or iOS app and you respond within 24 hours, that can open a free entry point window. Your first reply must be a marketing, utility, authentication or service message. That reply is also free.

The window can remain open for up to seven days. While it is open, Meta does not charge for those four message categories. Meta Business Agent messages remain chargeable. Ad costs and any software fees still apply. An ordinary WhatsApp button on your website does not automatically open this window. Meta explains the conditions in its free entry point rules.

The free window does not extend the 24-hour customer service window. Outside the service window, you still need templates.

What other costs come with WhatsApp marketing?

Meta's charges are one part of the total. The API itself is not a campaign tool: integrating it yourself requires development, ongoing operations and an interface for your team. WhatsApp marketing software provides features such as segmentation, flows, a team inbox and reporting. What is included and what costs extra depend on the offer.

Cost What you pay for What to look for in a quote
Software Features such as campaigns, segmentation, flows, a team inbox and reporting. Which features and usage allowances are included?
Setup and integrations Onboarding, data connections and, where needed, migration. What is included, and what carries a one-off charge?
AI usage Depending on the product, AI Agents for customer questions or AI assistance for your team. Is AI included? If not, is it charged by usage, message or another measure?
Your team's time Planning campaigns, approving content, handling replies and improving performance. How much work does the software handle, and where is your team needed?

Building your own integration avoids a provider's software fee, but does not automatically reduce the total cost. Include development and maintenance when comparing the options. If you acquire subscribers through click-to-WhatsApp ads, include the ad spend too.

Example: what could a month of WhatsApp marketing cost?

In this illustrative example, every message is delivered to a UK WhatsApp number. We use one business phone number over one calendar month, with the full allowance of 1,000 free service messages available. There are no free entry point messages, volume discounts or variable marketing rates.

Item Calculation Cost
Marketing 10,000 delivered messages × £0.0458 £458.00
Utility 1,000 delivered messages × £0.0159 £15.90
Service 3,000 delivered messages, with 1,000 free: 2,000 × £0.0159 £31.80
Total Meta charges   £505.70
Illustrative monthly software fee Assumption for this example £400.00
Monthly total in this example   £905.70

The software fee is a made-up figure for the calculation, not a charles quote. Taxes, onboarding, additional integrations and AI usage, ads and your team's time are excluded. Your actual bill depends on your contract, usage and chosen integrations.

Also, 10,000 marketing messages do not necessarily mean 10,000 subscribers. Sending twice to 5,000 subscribers, with every message delivered, also adds up to 10,000 messages.

How should you assess costs alongside performance?

We treat WhatsApp as a performance channel: campaigns and flows should generate purchases and revenue. Useful reporting shows how your account is performing and where you can improve campaigns or flows.

Alongside delivery, open and click rates, look at these KPIs:

  • Attributed revenue and orders: How much revenue and how many orders does your tracking model assign to WhatsApp?
  • Revenue per subscriber: How is revenue changing relative to the audience reached? Compare reports using the same calculation and time period.
  • Return on WhatsApp Spend: How does your return compare with last month or your account goal?
  • Subscriber growth after opt-outs: Is the account moving towards its goals, such as reaching 10,000 subscribers by year-end?
  • Support automation rate: What share of support enquiries is resolved without human handling? Define which enquiries are included in the calculation. An automated first reply is not the same as a resolved enquiry.
  • First response time and ticket resolution time: How quickly does a customer get a first reply? And how long does it take to resolve their enquiry fully?
  • Customer satisfaction (CSAT): How do customers rate the support after an enquiry?

Return on WhatsApp Spend works like ROAS for ads: it shows how much attributed revenue you generate per pound of messaging spend. At charles, the account-wide calculation uses Meta-reported messaging costs. Software, support and staff costs are budgeted separately. This helps you assess how efficiently you use your messaging budget.

Reports can help identify where something needs attention. If revenue in your reports is lower than expected, first look at the shop connection and tracking. Missing tags can make segmentation harder. An incorrectly configured condition can let a reminder reach a subscriber who has already bought. The numbers tell you where to investigate. Checking the relevant setup helps you find the cause.

With our WhatsApp campaigns, we consider sending, replies and performance together.

Which costs should be clear in a quote?

A useful quote separates Meta charges, software, one-off setup and additional usage. It should explain any markups, how AI is billed and which features are included. If there is a monthly minimum, it should also explain what happens when you send more or fewer messages than expected.

In a demo, we can build an initial business case with you. Your monthly website traffic, email subscriber count and average order value (AOV) are useful starting points. We also look at your main markets and how you want to use WhatsApp. Together, we estimate costs and potential revenue, explaining the assumptions behind the numbers. You do not need a finished plan or a complete set of data to get started.
